The mission of the Library is to provide information and reference services, as well as materials of general interest, to meet the informational, educational, cultural, and recreational needs of the citizens of Okeechobee County and, thereby, to enhance the quality of life for those in the community.

Okeechobee County Government

The Heartland Library Cooperative is a multi-county library as defined by Florida Statutes 257.171 and 257.172. Funding is provided via Florida State Aid for Libraries as administered by the State Library of Florida. Federal Library Services and Technology Act funds administered by the Institute of Museum and Library Services have also been used for multiple projects. No funding is derived locally. 

Individual county systems and/or branches also receive County State Aid to Libraries grant funding, provided in the same method outlined above, and funding provided by their Board of County Commissioners. Okeechobee County Library is a branch of the Highlands County Library System and receives funding from the Okeechobee County Board of County Commissioners, the County State Aid to Libraries grant and through the Okeechobee Friends of the Library.
